Campus Community Safety Late Nite Intervention

Hello all,
We had our opening campus weekend on Saturday. We made major inroads in deterring underage consumption and partying. Here is the concern. We pushed the 21+ away from house parties to the bars downtown. They were over capacity and had lines of 200+ people. This made bar close a huge challenge for our PD.
We then saw a string or assaults in the neighborhoods between 2am and 3am. We have a very dense rental area near campus. Our students have raised concerns about safety. Have any of you implemented or heard of a program to combat this type of crime?
The only thing that has been discussed is putting together 200 volunteers to walk the neighborhoods on Friday and Saturday nights in bright colored tee shirts with whistles and cell phones. A sort of safety patrol. The patrol would walk between 11am and 3am for the first few weekends of the start of the semester.
Any feedback on this idea or other ideas would be greatly appreciated.

You are Taking good Steps for Campus Security . I have written Thesis on this that campus volunteer are working for the betterment.
